DGFT expands global trade inspection framework with addition of nine new PSIAs

The Directorate General of Foreign Trade (DGFT) has taken a major step to streamline and strengthen India’s international trade operations by enlisting nine new Pre-Shipment Inspection Agencies (PSIAs) and expanding the operational areas for six existing agencies. The new initiative will benefit exporters, including pharmaceutical exporters.
Nine new agencies have been enlisted to issue Pre-Shipment Inspection Certificates (PSIC). This addition brings specialized services to regions including Southeast Asia, Russia, and Latin America.
DGFT further stated that in accordance with the provisions of Para 2.52 (c) of the Handbook of Procedures (HBP), 2023, the agencies listed are hereby recognized for the issuance of PSIC.
Santosh Kumar Sarangi, director general of Foreign Trade and ex-officio additional secretary to the Government of India, stated, "The inclusion of new inspection agencies and the expansion of operational areas reaffirm India’s commitment to ensuring quality and reliability in global trade. This initiative empowers exporters, fosters trust, and aligns with international trade standards."
Notable inclusions are Matsfareast Pte Ltd (Singapore) authorized to operate in China, Hong Kong, Malaysia, Thailand, UAE, Singapore, Philippines and Papua New Guinea. Mitra S.K. Private Limited (Kolkata) in Brazil and Ruswal Global LLC (Russia) within the Russian Federation.
These agencies will play a pivotal role in certifying the quality and compliance of goods destined for international markets.
Six existing PSIAs have been granted approval to expand their instruments and areas of operation. This ensures better coverage and capability to cater to diverse regions worldwide.
To maintain the highest standards, DGFT has mandated all PSIAs to submit updated calibration certificates, provide valid bank guarantees, ensure proper mapping of equipment to operational areas on the DGFT portal.
These measures must be completed within 45 days to ensure operational readiness. The validity of the approvals extends for three years, subject to compliance.
This expansion is expected to enhance exporter confidence. Reliable inspection services ensure smoother customs clearances, boost regional coverage: new areas of operation increase the availability of pre-shipment services in key trade regions. This will also reinforce India’s Global Standing. By adhering to international trade standards, India further cements its reputation as a reliable trading partner.
Sarangi explained, "This initiative demonstrates India’s proactive approach to trade facilitation and compliance, ensuring that Indian exports meet global standards while fostering economic growth."
He further informed that a detailed mapping of the operational areas and instruments for all PSIAs is now accessible on the DGFT portal. Exporters are encouraged to refer to this information to streamline their pre-shipment processes. This step underscores India’s dedication to simplifying trade procedures, fostering trust in international markets, and bolstering its export framework.
The validity of the PSIA approval granted shall remain in effect for a period of three (3) years, or until such time as may be notified by the DGFT. In compliance with the directives of the 24th Committee Meeting and subsequent deliberations by the Inter-Ministerial Committee (IMC) for PSIAS, all existing and newly added PSIAS have been duly mapped, as per the choice exercised by PSIAS, to their respective areas of operation/countries in relation to their equipment, specifically, the hand-held radiation survey meter.
