In a significant move to protect the domestic chemical industry, the Directorate General of Trade Remedies (DGTR) has initiated anti-dumping investigation into imports of Monoisopropylamine (MIPA) from China. The probe follows a complaint by Alkyl Amines Chemicals Limited, alleging that dumped imports are causing material injury to Indian manufacturers.

MIPA is a hygroscopic colourless liquid with an ammonia-like odour. It is a valuable intermediate in the chemical industry and is also used in pharmaceuticals. The investigation, initiated under the Customs Tariff Act, 1975, will examine whether MIPA, a key ingredient in plastics and pharmaceuticals, is being imported at unfairly low prices, hurting local producers.

The probe will analyze imports from July 1, 2023, to June 30, 2024, along with previous injury periods dating back to April 2020.

All interested parties must submit their questionnaire responses by February 26, 2025. Any failure to comply may result in the imposition of non-cooperation measures.

Despite a call for comments from stakeholders, no objections were raised regarding the product scope and Product Control Numbers (PCNs) methodology. DGTR has adopted the framework as initially proposed.

The domestic and imported MIPA have been deemed technically and commercially substitutable, strengthening the case for action.

The applicant, Alkyl Amines Chemicals, claims to be India’s sole producer of MIPA and asserts that it is not affiliated with any foreign exporters or importers.

With China being the sole subject of the investigation, this probe could lead to anti-dumping duties, affecting trade flows and pricing in India's pharmaceutical industry. The decision is set to impact manufacturers, importers, and end-user industries relying on MIPA.

This marks yet another step in India's efforts to combat unfair trade practices and protect domestic industries from predatory pricing by foreign suppliers.
