DGTR initiates anti-dumping investigation on PTFE imports from China and Russia

The Directorate General of Trade Remedies (DGTR), under the Union ministry of commerce & industry, has officially initiated anti-dumping investigation concerning imports of polytetrafluoroethylene (PTFE) from China PR and Russia. PTFE, commonly known as Teflon, is widely used in industries like pharmaceuticals and chemicals due to its unique properties including chemical inertness, electrical insulation, and low friction.
Gujarat Fluorochemicals Limited, the applicant, has filed a request with the DGTR, alleging that PTFE imports from these two nations are being dumped into the Indian market at unfair prices. The company claims these imports have caused material injury to the domestic industry and pose a threat to its profitability and market share. The application has requested the imposition of anti-dumping duties to mitigate these effects.
The investigation will cover various types of PTFE, including aqueous dispersion, filled compound, fine powder, granular PTFE, and modified granular PTFE. These products fall under Chapter 39 of the Customs Tariff Act, under sub-heading 39046100.
The DGTR has identified that PTFE produced in China and Russia is comparable to that produced domestically in India. Both products are interchangeable in terms of physical and chemical characteristics, uses, and tariff classifications, leading to direct competition with domestic manufacturers.
The applicant has provided evidence suggesting that Chinese and Russian exporters are selling PTFE at prices lower than fair market value, undercutting Indian manufacturers. The DGTR will evaluate these claims based on price and cost data, and assess the injury suffered by the domestic industry.
Interested parties, including producers, exporters, and importers, have been invited to submit relevant information to the DGTR within 30 days. The investigation aims to determine whether the imposition of anti-dumping duties is necessary to protect the Indian PTFE industry.
The DGTR has assured transparency, urging stakeholders to regularly check the official website for updates and developments on the investigation. The results of the investigation and recommendations for potential duties will be presented to the Central government for final action.
