Even as the Union government is making efforts to increase the bulk drug capacity of the country, around 201 bulk drugs units have been set up over the past one decade in the Konkan Division of Maharashtra to enhance the pharmaceutical prowess of Maharashtra and of the country as a whole. These units are today functioning in Thane, Palghar and Raigad of the Konkan Division of Maharashtra, according to Maharashtra FDA officials.

Thane, Palghar, and Raigad are key coastal districts within the Konkan administrative division of Maharashtra. Situated along the western coast, this division also includes Mumbai City, Mumbai Suburban, Ratnagiri, and Sindhudurg. These districts are renowned for their industrial, urban, and historical significance, forming the central, densely populated hub of the Konkan region.

Maharashtra government through the Maharashtra FDA has also been taking several initiatives in the past one decade to motivate pharmaceutical manufacturers across the country for investing and setting up export-oriented pharma manufacturing units in the Multi-modal International Hub Airport (MIHAN), Special Economic Zone (SEZ) in Nagpur.

Maharashtra FDA has also been holding talks with pharma companies from across the country and the state to explore investment opportunities for developing pharma hub at MIHAN SEZ.

MIHAN SEZ in Nagpur is operational, and it includes a designated area for a pharmaceutical hub or pharma park with several companies already active.  The Maharashtra Airport Development Company (MADC) has facilitated many pharma companies and medical institutions in MIHAN, Nagpur for developing bulk drugs park. It has allocated land to at least 12 pharmaceutical companies and medical institutions for developing bulk drugs, formulations, and medical devices.

The pharma industry in MIHAN has also shown strong performance, contributing to a massive increase in SEZ exports (Rs. 3,961 crore in FY25). The Maharashtra government has supported the drug park by offering concessions on electricity fees, stamp duty, and other levies for 10 years.

Lupin has already been established in MIHAN and is operating its production facility within the MIHAN SEZ. Several other companies and institutions, including the All India Institute of Medical Sciences (AIIMS) Nagpur (150 acres) and the Indo-UK Institute of Health (153 acres), have secured land in the area.

MADC is the nodal agency of the Government of Maharashtra for developing MIHAN and a multi-product SEZ adjoining the airport. MADC is also the Special Planning Authority (SPA) for MIHAN notified area under the provision of Monopolistic and Restrictive Trade Practices (MRTP) Act, 1969.

MIHAN SEZ is spread over an area of more than 1, 382 hectares and boasts of infrastructure like 6, 4 and 3 lane roads, telecom system using optic fiber cable, water supply which is both potable and for other uses, storm water drainage and sewage among other amenities.  Maharashtra FDA which has been assigned to facilitate manufacturers with modalities related to the bulk drugs park have also received letters of intent and MoUs from the concerned manufacturers. It has also been holding meetings with pharmaceutical companies at Nashik, Pune, Aurangabad and Thane to explore investment opportunities in MIHAN to pave way for development of pharma hub in the state.
