The Ayurveda Medicine Manufacturers Organisation of India (AMMOI) has
urged Kerala Chief Minister Pinarayi Vijayan to establish an independent
drugs control department exclusively for Ayurveda in Kerala.
The Union Ministry of Ayush has set up the Department of Ayush in Kerala. However, the ayurveda drugs control department in Kerala is still functioning under the allopathic drugs control department. Because of this, the current deputy drugs controller has no jurisdiction over government employees, stated AMMOI general secretary Dr D Ramanathan in his letter to the Chief Minister.
“Today there is about 680 ayurvedic medicine units in Kerala, but due to lack of staff in the drugs control department, it is not possible to issue timely licenses to the manufacturers of medicines in Kerala. Therefore, it is still very difficult for ayurvedic manufacturers across the state to get licenses periodically”, Ramanathan further stated.
The Chapter IV-A of the Drugs & Cosmetic Act, 1940 and Rules there under is pertinent and applicable to the manufacture for sale of Ayurveda, Siddha and Unani (ASU) drugs. Whereas Rule-152 of the Drugs and Cosmetic Rule pertains to appointment of Licensing Authority for ASU Drugs, Rule 162-A provides the qualification for Licensing Authority, Rule-167 provides the qualification of ASU Drugs Inspector. However, enabling provisions for the appointment of Controlling Authority and the required qualifications are not prescribed for the ASU drugs, said the statement.
Moreover, as mentioned above, there is a need to have an independent Drugs Control Authority under the Ayush Department as soon as possible. Therefore, the AMMOI has urged the Chief Minister to set up an independent Ayurveda Drugs Control Authority as soon as possible.
