The Biotechnology Industry Research Assistance Council (BIRAC) has invited proposals from academic institutes, universities, NGOs and research foundations for supporting affordable product development (discovery to commercialisation) under the Promoting Academic Research Conversion to Enterprise (PACE) scheme.

Under the scheme, BIRAC supports academia to develop technologies/products (upto proof of concept stage) of national importance and their subsequent validation towards commercialization through AIR and CRS schemes.  While the Academic Innovation Research (AIR) scheme aim at development of POC by academia with or without the involvement of the industry, the Contract Research Scheme (CRS) aims at validation of prototype/technology by the industrial partner.

Academic institute, university, NGO, or research foundation having proper registration/accreditation from a government body are eligible to apply either alone or in partnership with academia or industry (while  involvement of industry is optional for AIR scheme, it is mandatory to have an industrial partner for CRS).

Biotechnological research and development in India is largely carried out by academic institutions  such as universities and research organizations and to some extent by industry, mostly large companies. By virtue of their strong infrastructure & technical capability, academic and research establishments are mandated to research on variety of problems of national importance and societal relevance. Also, unlike industry, research by academia is not governed by commercial gains alone thus allowing them to work on problems involving even high degree of risk.

To encourage and support academia to develop technology or product (upto PoC stage) of societal or national importance and its subsequent validation by an industrial partner, BIRAC launched the PACE scheme which has two components--AIR and CRS.

While the objective of AIR scheme is to promote development of Proof-of-Concept (PoC) for a process/product by academia with or without the involvement of industry, CRS aims at validation of a process or prototype (developed by the academia) by the industrial partner.
