The Committee for Control and Supervision of Experiments on Animals (CCSEA) has asked establishments registered with the Committee to disregard communications from the People for the Ethical Treatment of Animals (PETA) India alleging violation of CCSEA guidelines and the relevant laws by a Telangana-based firm, as they have no legal weight.

The Committee's communication comes in the backdrop of the recent letters sent by PETA against the animal house facility of Telangana-based Palamur Biosciences Pvt Ltd alleging cruelty on animals during their experiments and violation of relevant rules.

PETA India has sent emails and letters to the registered establishments of CCSEA regarding the alleged violation of CCSEA guidelines and Prevention of Cruelty to Animals Act 1960 by the company.

"... all establishments are advised to disregard any such communications from PETA India, as they hold no legal weight, and no measures should be taken based on their requests," said a communication from Dr S K Dutta, member secretary of CCSEA.

"The CCSEA advises all establishments to disregard communications from unauthorized organizations and instead report such incidents directly to the authorities for verification," added the Committee.

Establishments are encouraged to stay compliant with CCSEA guidelines and maintain transparency in their operations to avoid any unwarranted concerns or allegations, it added.

"The CCSEA remains committed to addressing violations within its jurisdiction and will ensure that appropriate actions are executed in compliance with the applicable laws and guidelines," said the Committee.

CCSEA is a statutory committee of Department of Animal Husbandry and Dairying (DAHD), ministry of fisheries, animal husbandry and dairying (MoFAH&D) constituted under the Prevention of Cruelty to Animals (PCA) Act, 1960, to take necessary measures to ensure that animals are not subjected to unnecessary pain or suffering before, during or after performance of experiments on them.

In June, this year, the PETA India has approached the relevant regulators and authorities against Palamur Biosciences Pvt Ltd, a government-registered contract laboratory, for alleged cruelty on dogs, rhesus macaques and minipigs during their experiments.

PETA India said that according to the whistle-blowers who contacted the organisation, the laboratory has reportedly subjected animals to overcrowded cages or in other cases social isolation, environments that caused animals injuries and infections, and an often painful death when the animals are deemed no longer of use.

Apart from CCSEA, the organisation approached the Central Drugs Standard Control Organization (CDSCO) and the National GLP Compliance Monitoring Authority (NGCMA) urging immediate termination of the company’s registration to use animals in testing, prosecution under applicable rules and rehabilitation of survival animals.
