Centre notifies Institute of Teaching and Research in Ayurveda Regulations

The Central government has notified the Institute of Teaching and Research in Ayurveda Regulations, 2021, to constitute the governing body for the recently formed Institute of Teaching and Research in Ayurveda (ITRA) and stipulate the powers and functions of the governing body, among other administrative details.
According to the Regulations, the governing body shall consist of two Vice Chairpersons and nine members. According to the decision, the President of the Institute and Minister of State, Ministry of Ayush as the ex-official-Vice Chairperson, while the Secretary of the Ministry of Ayush, Additional Secretary and financial advisor of Ministry of Health and Family Welfare, advisor (Ayurveda) from Ministry of Ayush, Director General of Central Council for Research in Ayurvedic Sciences, Director of Morarji Desai Yoga and Naturopathy Institute, among others are the members.
The term of office of the members other than the ex-officious member shall be three years subject to his continuance as a member of the institute.
The governing body has the powers to control the institute in general and establish, on advice of the Academic council, divisions and departments for the academic, research works and functions of the institute and to allocate areas of study, teaching and research to them. It also has the power to conduct innovative experiments in new methods and technologies in the field of medical education in order to maintain international standards of such education, training and research. It also has the powers to create teaching and non teaching posts, appoint professors and other teaching staff, visiting fellows and visiting professor, among others.
The Governing Body has the powers to admit any other centre or institution established and run by it or the Ministry of Ahush, anywhere in the country and abroad and to establish any other institute campus anywhere in the country or abroad.
The Regulation also notified the structure of academic council and its powers and functions, including to advise the institute regarding creation or modification of degree or diploma courses, change names of existing degree or diploma and its pattern, duration, admission criteria and fee structure. The other Committees it has defined under the regulations include the Research Committee, Estate Committee, Planning and Monitoring Committee, Examination Control Board, Hospital Management Committee, Staff Selection Committees, among others.
It may be noted that the Institute of Teaching and Research in Ayurveda Bill was passed from Rajya Sabha on September 16, 2020, merging the three Ayurveda institutes - The Institute of Post Graduate Teaching and Research in Ayurveda (IPGT & RA), Shree Gulabkunverba Ayurved Mahavidyalaya, and the Indian Institute of Ayurvedic Pharmaceutical Sciences, Jamnagar - into a single institution.
In addition, the Maharshi Patanjali Institute for Yoga Naturopathy Education and Research (MPIYNER), a constituent SFI college of the Gujarat Ayurved University, Jamnagar is also integrated with the ITRA under the department of Swasthavritta.
The provisions of the Act came into force on October 15, 2021, and it is the first ‘Institute of National Importance’ in the sector of Ayush (Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy).
