D&C Amendment Bill and HIV Bill likely to be taken up in winter session of Parliament

Even as the sixth session of the 16th Lok Sabha is beginning on November
26, three Bills related to pharma and health sectors are expected to be
taken up for discussion and their passage by the Parliament.
According
to sources in Parliament, three Bills related to health and pharma
sectors, the Drugs and Cosmetics (Amendment) Bill, 2015; the HIV Bill;
and the Mental Health Care Bill, have found a place in the tentative
list of government legislative and financial businesses expected to be
taken up during the winter which will conclude on December 23.
Among the three Bills, the Drugs and Cosmetics (Amendment) Bill, 2015 will be introduced as a comprehensive Bill in Parliament.
The
Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome
(Prevention and Control) Bill, 2014 (HIV Bill) was introduced on
February 11, 2014, but it was referred to the Parliamentary Standing
Committee on Health and Family Welfare on February 24, 2014 for
examination and report within two months.
However, the then
Committee, headed by Brajesh Pathak, could not consider the Bill and
present its report due to dissolution of the 15th Lok Sabha.
Subsequently a new committee was formed under Satish Chandra Misra and
was granted extension upto April 30, 2015 for presentation of report on
the Bill. Now, the report of Standing Committee on Health and Family
Welfare was laid on the table of Lok Sabha on April 29, 2015. This Bill,
which has also been waiting in the wings for its final passage in
Parliament, is expected to be taken up for consideration and passing.
Likewise,
the Mental Health Care Bill, 2013, was also introduced on August 19,
2013, but was referred to the Parliamentary Standing Committee on Health
and Family Welfare for examination and report. The report of the
Standing Committee on Health and Family Welfare was laid on the table of
Lok Sabha on December 9, 2013. This Bill is also expected to be taken
up during this session for its consideration and passing.
