In a move aimed at enhancing the efficiency of export procedures in the pharmaceutical sector, the Directorate General of Foreign Trade (DGFT), under the Union Ministry of Commerce and Industry, has notified two new Standard Input Output Norms (SIONs). These have been introduced under the "Chemical and Allied Products" category, bearing product code ‘A’.

The new SIONs are expected to benefit exporters dealing with high-value pharmaceutical and chemical products by improving predictability in policy implementation and reducing regulatory delays. The measure aligns with the broader goals of the Foreign Trade Policy (FTP) 2023, which aims to simplify trade procedures and enhance India's export competitiveness.

The notification has been issued under the powers conferred by Paragraph 1.03 of the FTP 2023. This step is a part of the government’s ongoing efforts to modernize trade facilitation mechanisms and promote ease of doing business in India’s export ecosystem.

The notification issued introduces SION numbers A-3693 and A-3694, which specify the permissible quantity of input materials required to manufacture designated export products. The intent behind this initiative is to streamline the Advance Authorisation process, allowing exporters to obtain necessary clearances more swiftly and uniformly.

As per the details of the notification: SION A-3693 pertains to the export product minoxidil topical aerosol 5% (Foam) 60 grams. For the export of one unit of this product, up to 3.06 grams of minoxidil USP is permitted for import as an input material.

SION A-3694 relates to the export of benfotiamine, allowing the import of 0.922 kilograms of thiamine hydrochloride (vitamin B1 HCL) for every 1 kilogram of benfotiamine exported.

By establishing these norms, the DGFT empowers Regional Authorities (RAs) to issue Advance Authorisations directly, without having to refer individual applications to the Norms Committee. This eliminates a procedural bottleneck, thereby reducing processing time and ensuring consistency across authorisations issued to exporters.

Benfotiamine is best known and most widely used and studied for its anti-inflammatory, antioxidative and other beneficial effects. It has been investigated as a treatment for diabetic complications, neurodegenerative diseases and inflammatory complications.

Topical minoxidil is commonly used for hair loss to regrow hair on the scalp. Topical minoxidil may also be used for other conditions as determined by the healthcare provider.
