DGFT seeks data of pharma products for fixation, rectification & review of SION

The Directorate General of Foreign Trade (DGFT) has sought data regarding pharmaceuticals products for fixation, rectification and review of standard input output norms (SION) of pharmaceutical and organic chemicals, which fall under Chapter-29 and 300 f of Indian Trade Classification (ITC) - Harmonized System (HS) Code for exports.
SION defines the amount of input/inputs required to manufacture a unit of output for export purposes. The DGFT oversees the guidelines and principles for both importers and exporters of goods in the country. It also formulates and implements the Foreign Trade Policy (FTP) with the aim of promoting India's exports. The norms committee wants to facilitate exporters-importers to get their authorizations and help stakeholders over a long period.
Para 4.06 (iii) of Hand Book of Procedure (HBP) of FTP-2023 states, "It is mandatory for industry, manufacturers, Export Promotion Councils (EPC) to provide production and consumption data etc. for the past three years, as may be required by DGFT for fixation of SION)/Ad-hoc norms for an export product."
The norms committee shall endeavor to fix SION or ad-hoc norms on receipt of complete data. The norms committees shall also function as recommendatory authority for notification of SION and DGFT may notify such norms from time to time.
The Pharmaceuticals Export Promotion Council of India (Pharmexcil) has, therefore, urged the member companies to take note of this important notice from the DGFT and furnish the responses along with relevant information and documents before July 31, 2023 to dgdesk@pharmexcil.com. An email can also be sent at Advisor-dgftmatters@pharmexcil.com for more information and guidance on the subject matter.
Pharmexcil will be consolidating the responses for onward submission to the norms committee for fixation of norms accordingly.
Following this, the norms committee of DGFT will review the input-outputs of the import and export products in line with Foreign Trade Policy 2023 to synchronise norms with export, new technology, newly invented chemistry, formulas and process optimization
ITC stands for Indian Trade Classification. While many countries use a 6 digit HS code, the ITC-HS codes contain the 6 digit HS code, plus 2 additional digits. This results in an 8 digit code which gives more detailed information about the product. The Harmonized System (HS) is a standardized numerical method of classifying traded products. It is used by customs authorities around the world to identify products when assessing duties and taxes and for gathering statistics. The HS is governed by the World Customs Organization (WCO) and is updated every five years.
The documents to be submitted include CoA for export and import, chemical reaction with chemistry, brief manufacturing process, stage wise percentage yield along with justification supported with technical literature/documentary evidence, Master Batch Formula, shipping bills, Bill of Entry, production and consumption data certified by GST/CA, sale and purchase invoice, wastage of raw material at each stage with justification along with corroborated documents, catalogue and substantial documents among others.
