In a significant development in India’s ongoing trade defense measures, the Directorate General of Trade Remedies (DGTR) has released the revised list of registered interested parties in the anti-dumping investigation concerning imports of ethylene diamine (EDA) from China, the European Union, the Kingdom of Saudi Arabia, and Taiwan.

EDA is an organic compound used as a building block in the synthesis of various chemicals, including those used in pharmaceuticals. It is also used as an excipient to help formulate and administer a drug, such as in creams and ointments.

This update is in response to a complaint filed by Balaji Speciality Chemicals Limited, which alleges that dumped imports of EDA are materially harming the Indian domestic industry. The DGTR has acted under the framework of the Customs Tariff Act, 1975 and the associated Anti-Dumping Rules, 1995.

The DGTR’s newly published list includes major global chemical producers, diplomatic missions, trade authorities, and domestic industry players.

The following are among the confirmed interested parties: Petitioner: Balaji Speciality Chemicals Limited, Embassies/Trade Authorities: Embassy of the People’s Republic of China, Delegation of the European Union, Taipei Economic and Cultural Center, India, Embassy of the Kingdom of Saudi Arabia, Saudi General Authority of Foreign Trade (GAFT).

Major multinational and Indian companies: BASF Antwerpen NV, Belgium,  BASF Belgium Coordination Center CommV, Belgium, BASF EOOD, Bulgaria, BASF Espanola SLU, Spain, BASF France S.A.S., France, BASF Hong Kong Ltd., Hongkong, BASF Hungária Kft., Hungary, BASF-YPC Company Limited, China PR, BASF Ireland DAC, Ireland, BASF Italia S.p.A., Italy, BASF Nederland B.V., Netherlands, BASF Oy, Finland, BASF S.R.L., Romania, BASF SE, Germany, BASF spol s.r.o., Czech Republic, BASF India Limited, Indorama Industries Pvt. Ltd., Coromandel International Limited (CIL), Sadara Chemical Company, Kingdom of Saudi Arabia, Dow Chemical Pacific (Singapore) Private Limited, Dubai Branch, UAE, Dow Saudi Arabia Product Marketing Arabia B.V. Dubai Branch, UAE, Dow Chemical International Private Limited (DCIPL), Cardolite Specialty Chemicals India LLP, Hyosung India Pvt. Ltd. and Indofil Industries Limited.

The DGTR has mandated that all parties listed must immediately circulate the Non-Confidential Versions (NCVs) of all past and future submissions with all other registered parties and mark a copy to the Directorate.

The DGTR emphasized that due diligence has been observed in compiling the list. However, any entity that has registered but finds its details missing must immediately notify the Directorate. This ensures that no party is deprived of its right to participate in the exchange of NCV submissions.
