DGTR reschedules hearing in anti-dumping probe on EDA imports from China, EU, Saudi Arabia & Taiwan

The Directorate General of Trade Remedies (DGTR) has rescheduled the oral hearing in the ongoing anti-dumping investigation concerning the import of ethylene diamine (EDA) from China, the European Union (EU), the Kingdom of Saudi Arabia, and Taiwan.
Originally scheduled for September 16, 2025, the hearing will now take place on October 7, 2025, at 3:00 PM IST in hybrid mode, both physically at the DGTR Conference Room and via Digital Video Conferencing (DVC). The updated DVC access link will be provided to registered interested parties through email.
All stakeholders intending to participate must confirm their attendance and provide relevant organizational and representative details, including their preferred mode of participation, by October 3, 2025. Participants are also reminded to submit written submissions and rejoinders, where applicable, by the deadlines communicated after the hearing. All other procedural details of the investigation remain unchanged.
The DGTR had initiated an anti-dumping investigation on March 25, 2025 into the imports of EDA following a complaint filed by Balaji Speciality Chemicals Limited, alleging material injury due to dumped imports from these regions.
The investigation is being conducted in accordance with the Customs Tariff Act, 1975, and the Customs Tariff (Identification, Assessment, and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995. The petitioner has requested the imposition of anti-dumping duties to safeguard the domestic industry from unfair trade practices.
The product under consideration (PUC) in this investigation is EDA, is extensively used in the production of pharmaceuticals. The product falls under Chapter 29 of the Customs Tariff Act, 1975, and is classified under sub-heading 2921 21, with HS code 2921 21 00. However, the customs classification is only indicative and does not strictly define the scope of the investigation.
The petitioner has alleged that dumped imports of EDA from the subject countries have caused material injury to the domestic industry. The DGTR will examine whether imports are being sold below their normal value, thereby adversely affecting the domestic producers.
The investigation will also consider input from interested parties regarding the scope of the PUC and possible Product Control Numbers (PCNs).
Following the investigation, if the DGTR determines that dumping has occurred and has resulted in injury to the domestic industry, anti-dumping duties may be imposed to correct the market distortion. The decision will be based on an extensive assessment of import trends, price undercutting, and economic impact on domestic manufacturers.
