DGTR reviews PUC/PCN methodology for acrylonitrile butadiene rubber investigation

In order to define the scope of the Product Under Consideration (PUC) and Product Control Numbers (PCN) methodology for a transparent and accurate analysis, the Directorate General of Trade Remedies (DGTR) is currently reviewing ongoing anti-dumping investigation concerning imports of acrylonitrile butadiene rubber (NBR) from China, the European Union (EU), Korea, and Russia.
NBR is a synthetic rubber that is used to manufacture pharmaceutical gloves. NBR can withstand temperatures ranging from -30° C to +120° C.
This is aimed at maintaining transparency and active stakeholder participation in trade remedy investigations. This process is essential for determining whether the imports in question are causing injury to the domestic industry.
DGTR has initiated an anti-dumping investigation into the imports of NBR following allegations by Apcotex Industries Limited, the sole domestic producer of NBR in India, citing material injury caused by dumped imports.
The applicant has provided prima facie evidence of dumping. Imports of NBR from subject countries are priced significantly lower than the normal value. Increased imports at dumped prices have led to price suppression and depression, negatively impacting the domestic industry's profitability.
The adverse effects on pricing and financial performance have been attributed to the dumped imports. The dumping margin, calculated by comparing normal value with export prices (adjusted for freight and related costs), has been found to exceed the de minimis level, justifying the investigation.
Interested parties, including producers, exporters, importers, and government representatives, are invited to submit relevant information.
The DGTR will analyze the submissions and evidence to determine whether anti-dumping duties are necessary to protect the domestic industry. Updates on the investigation will be posted on the DGTR’s official website.
This investigation underscores India’s commitment to ensuring fair trade practices and protecting its domestic industries from unfair trade distortions.
