The Directorate General of Trade Remedies (DGTR), under the Union ministry of commerce & industry, has announced an oral hearing in connection with the ongoing anti-dumping investigation into the import of polytetrafluoroethylene (PTFE) originating in or exported from China PR and Russia. The hearing is scheduled to take place on July 2, 2025, at 4:00 PM (IST) at the DGTR conference hall in New Delhi.

PTFE, commonly known as Teflon, is widely used in industries like pharmaceuticals and chemicals due to its unique properties including chemical inertness, electrical insulation, and low friction.

Interested parties may attend the hearing either in person or online via digital video conferencing (DVC). The link and related details for joining the hearing virtually will be shared with registered participants through email.

To participate in the hearing, interested parties must provide the following details by June 30, 2025 like name of the organization/company, contact email and mobile/landline numbers (with relevant codes), name and email of the participating legal representative or coordinator and preferred mode of attendance (physical or virtual).

A list of registered interested parties is available on the DGTR website. The hearing will provide an opportunity for stakeholders to present their views and respond to the investigation findings related to the alleged dumping of PTFE

The interested participants or parties will be required to make written submissions (confidential and non-confidential versions) of the views expressed at the hearing and file a rejoinder, if any, within the date and time prescribed. Interested parties are advised to submit their written submission and rejoinder, if any, to the following email: dd16-dgtr@gov.in, dd12-dgtr@gov.in with a copy to adv13dgtr@gov.in & consultant-dgtr@govcontractor.in. The non-confidential submission should be simultaneously circulated through email by the registered interested parties to other registered interested parties.

The DGTR, had officially initiated anti-dumping investigation concerning imports of PTFE from China PR and Russia on September 30, 2024.

Gujarat Fluorochemicals Limited, the applicant, has filed a request with the DGTR, alleging that PTFE imports from these two nations are being dumped into the Indian market at unfair prices. The company claims these imports have caused material injury to the domestic industry and pose a threat to its profitability and market share. The application has requested the imposition of anti-dumping duties to mitigate these effects.

The investigation will cover various types of PTFE, including aqueous dispersion, filled compound, fine powder, granular PTFE, and modified granular PTFE. These products fall under Chapter 39 of the Customs Tariff Act, under sub-heading 39046100.

The DGTR has identified that PTFE produced in China and Russia is comparable to that produced domestically in India. Both products are interchangeable in terms of physical and chemical characteristics, uses, and tariff classifications, leading to direct competition with domestic manufacturers.

The applicant has provided evidence suggesting that Chinese and Russian exporters are selling PTFE at prices lower than fair market value, undercutting Indian manufacturers. The DGTR will evaluate these claims based on price and cost data, and assess the injury suffered by the domestic industry.
