The Federation of Pharmaceutical Merchant Exporters and Allied Products (FPME) has welcomed the Directorate General of Foreign Trade (DGFT)’s decision to allow export of both active pharmaceutical ingredient (API) and formulation of antimalarial drug hydroxychloroquine (HCQ) and all diagnostic kits other than COVID related diagnostic material.

This move will help Indian exporters as the world is looking towards India more confidently than China.

"We also expect a decision soon on removing ban on PPE kits and 3 ply mask and exports will be allowed for same. In last month, DGFT has removed ban on paracetamol formulation as well as API, because of the ease of availability in local market and excess stocks available,” stated Abhay Shah, director FPME and Chairman Bulletin Committee.

The notification dated March 25, 2020 has been amended to change the export policy of HCQ API and its formulations from prohibited to free with immediate effect, said DGFT in a notification on June 18, 2020.

Earlier, DGFT had lifted restrictions on export of diagnostic kits, instruments and reagents which are not used to diagnose COVID-19. However, it decided to continue the restrictions on export of VTM kits and reagents, RNA extraction kits and reagents and RT-PCR kits and reagents which are used to diagnose the virus.

DGFT said all other diagnostic kits/reagents/instruments/apparatus are freely exportable subject to submission of an undertaking by the exporter to the customs authorities at the time of export.

The main objective of FPME Association is to represent pharmaceutical and allied product merchant exporters in government, semi-government, regulatory, legislative and other trade and industry bodies for policy development and interventions. Incorporated on March 30, 2019, FPME today has 150 members in a span of just one year and is planning to add 500 members this year. As per Pharmexcil data, there are approximately 2,000 merchant exporters in the country.
