Gujarat FDCA in collaboration with NIC soon to issue NCC and PC of pharma cos online towards ease of doing business

The Gujarat Food and Drugs Control Administration (FDCA) in collaboration with the National Informatics Centre (NIC) will soon be issuing Non Conviction Certificates (NCC) and Performance Certificates (PC) of pharma companies online towards Ease of Doing Business (EoDB).
NCC provides a declaration in the prescribed proforma, stating that the licensee has not been convicted for the violations of provisions of the Drugs and Cosmetics (D&C) Act, 1940 and Rules 1945 for sales units.
NCC is required to be produced by the manufacturers to the procurement agency as part of the tender condition for government medicines supply. Mostly MSMEs take part in the tender process to fulfill the state government supply.
According to Gujarat FDCA Commissioner Dr H G Koshia, “The Gujarat FDCA will probably roll out the online issuance of PC and NCC in a month’s time. This is also a part of strengthening of the drug regulatory system in Gujarat and the ambitious m-governance programme of the Gujarat FDCA. The FDCA m-governance programme has also entered into the second phase of safety audit towards its successful launch.”
NIC, under the Ministry of Electronics and Information Technology (MeitY), is the technology partner of the Government of India. NIC was established in 1976 with the objective to provide technology-driven solutions to Central and state governments. Its mandate is to act as technology partner of the Government, design and develop IT systems for the government, provide ICT Infrastructure to the government, explore and advise on use of emerging technologies.
The Gujarat Medical Services Corporation Limited (GMSCL) which was formerly known as the Central Medical Stores Organization (CMSO) was established in 1978 under the state health and family welfare department. It was entrusted with the functions of procurement, storage, distribution of medicines, surgical goods, medical equipment/instrument and insecticides for the health care institutions under the Government of Gujarat.
With the changes in the healthcare arena there was a felt need of developing new as well as upgrading the existing functioning and processes of CMSO. Consequently an institution was developed supported with necessary infrastructure to meet the objectives of universal health coverage.
With the view to match the changing demands and pace of development in the sector, CMSO was gradually transformed into GMSCL as an autonomous body and was incorporated under the companies act for systematic procurement, inventory management, Management Information System (MIS) and to infuse professional management with establishment, development and strengthening the use of information technology in medical store organization.
The EoDB index is a ranking system established by the World Bank to compare Business Regulations in 190 economies.
