Gujarat launches cosmetic manufacturing license portal to make licensing process transparent and less time consuming

Following a trial run of the online system which started from December 1, 2022 for nearly a period of one month, Gujarat Chief Minister (CM) Bhupendra Patel has finally launched the cosmetic manufacturing license portal to make licensing process transparent, accountable and less time consuming as part of Gujarat government’s good governance initiative.
Gujarat is the first state in the country to launch a web portal for online operation of Cosmetics Licensing.
As of today, there are about 826 firms manufacturing cosmetic products in the state of Gujarat. In addition, these manufacturing firms are given various types of certificates like GMP and free sale certificates among others.
Until recently, all operations were done offline for which the applicant had to come in person to apply in the office, follow up the application and get the license. To do all the above operations online, the officials of Gujarat Food and Drug Control Administration (FDCA) and National Informatics Centre (NIC), Government of India (GoI) have created a web portal called cosmla.gujarat.gov.in.
Gujarat FDCA Commissioner Dr H G Koshia informed that through this web portal, the manufacturers of cosmetics recognized in the state will be able to do the work related to licensing, manufacturing, getting product license as well as obtaining various certificates online. They can also pay the required specified fee for this application through online cyber treasury.
“With the help of this portal, applicants can send e-mail/sms. This will allow them to be notified immediately of their approved application and will be able to print from their place of residence through a QR code. This will save the applicants from unnecessary hassle of travelling to Gandhinagar and will also help save their precious time and travel expenses,” he added.
As per the New Cosmetics Rules, 2020, no prior inspection is required. A document verification license is granted within 45 days of application received based on an undertaking.
On receipt of license copy, applicants may manufacture cosmetics after uploading a copy on Central Drugs Standard Control Organization (CDSCO) website. Within a period of 30 days, the State Licensing Authority (SLA) will inspect the site for verification of information as per the GMP compliance. If authorities fail to inspect the site within a 30 days period, the license is deemed to be valid.
