Health ministry to establish National Registry of ART clinics and banks

The Union health ministry will establish a National Registry of Assisted
Reproductive Technology (ART) clinics and banks which will act as a
central data-base in the country and through which details of all the
ART clinics and ART banks of the country including nature and types of
services provided by them, outcome of the services and other relevant
information can be obtained on regular basis. The Registry will be
maintained at Indian Council of Medical Research (ICMR), New Delhi.
As
per the draft Assisted Reproductive Technology (Regulation) Bill, 2014,
which has been issued by the Union health ministry recently, the
Registry will assist all the State Boards for Assisted Reproductive
Technology in the country in accreditation, supervision and regulation
of the ART clinics and ART banks in their respective states. It will
also assist the National Board for Assisted Reproductive Technology in
its functioning by providing the data generated from the central
database of the Registry.
As per the Bill, the Registry will
develop an appropriate curriculum for training programmes in the area of
clinical embryology, andrology, counselling and other related fields
and shall run regular training programmes in these areas and other
related fields. The data generated from the National Registry can be
utilised for making policies, guidelines and shall help in identifying
new research areas and conducting research in the area of assisted
reproduction and other related fields in the country.
The National Registry will have powers to inspect any premises using Assisted Reproductive Technology without prior intimation.
The
National Registry will consist of a director, scientists at various
levels, not less than eighteen, technical, administrative and supporting
staff, not less than twenty, who shall be appointed by the Indian
Council of Medical Research on the recommendations of the Selection
Committee which shall consist of such number of members as may be
determined by the central government.
The terms of office and
other conditions of services of director, scientists, officers and
employees of National Registry shall be such as may be prescribed by the
central government.
The Union health ministry has recently
issued the draft Assisted Reproductive Technology (Regulation) Bill,
2014 which aims at proper regulation and supervision of Assisted
Reproductive Technology (ART) clinics and banks in the country, and for
prevention of misuse of this technology, including surrogacy, and for
safe and ethical practice of ART services in the country.
