India initiates anti-dumping investigation on imports of MIPA from China

The Directorate General of Trade Remedies (DGTR) has initiated anti-dumping investigation concerning the import of monoisopropylamine (MIPA) originating in or exported from China PR. This move follows an application filed by Alkyl Amines Chemicals Limited, alleging material injury to the domestic industry due to unfair trade practices.
The investigation, initiated under the provisions of the Customs Tariff Act, 1975, and the Anti-Dumping Rules of 1995, seeks to determine whether MIPA imports from China PR are being dumped into the Indian market at prices lower than their normal value, causing injury to the domestic producers.
MIPA is a crucial chemical compound used in the synthesis of active pharmaceutical ingredients (APIs) and various drug formulations. Given its essential role in the pharmaceutical and chemical industries, the investigation holds significant implications for pharma industry.
As part of the ongoing investigation, DGTR has published a list of interested parties who have registered to participate in the proceedings. The list includes domestic manufacturers, exporters, importers, and relevant stakeholders. Among the key entities registered are Alkyl Amines Chemicals Limited (Domestic Industry) – Represented by TPM Consultants, People’s Republic of China Embassy – Represented as Self, Anhui Haoyuan Chemical Group Co., Ltd. (Exporter) – Represented by Pothal & Associates, Crystal Crop Protection Ltd. (Importers/Users) – Represented by ASL Legal
Interested parties are required to submit their non-confidential versions (NCV) of previous and future submissions to all registered parties and mark a copy to the DGTR. Any party inadvertently excluded from the official list is encouraged to immediately notify the Directorate to ensure fair representation in the investigation.
Alkyl Amines Chemicals Limited has alleged that imports from China PR are significantly undercutting domestic prices, leading to financial losses and adverse effects on the Indian manufacturing sector. They have requested the imposition of anti-dumping duties to level the playing field and protect local production capabilities.
Interested parties are directed to submit their comments and responses as per the prescribed format to the DGTR.

The DGTR has assured due diligence in reviewing all evidence and submissions before arriving at a final determination on the imposition of anti-dumping duties.
The outcome of this investigation is expected to have far-reaching consequences for both domestic manufacturers and international exporters. If anti-dumping duties are imposed, it could lead to price corrections in the domestic market, impacting pharmaceutical and chemical companies reliant on MIPA imports. However, Indian manufacturers stand to gain from reduced competition against artificially low-priced imports.
