India initiates anti-dumping probe on Resorcinol imports from China and Japan

The Directorate General of Trade Remedies (DGTR) has issued an updated notification concerning the ongoing anti-dumping investigation into imports of Resorcinol from China PR and Japan. The investigation aims to determine whether the imports of Resorcinol have caused material injury to the domestic industry.
Resorcinol is used as an antiseptic and disinfectant in topical pharmaceutical products in the treatment of skin disorders and infections such as acne, seborrheic dermatitis, eczema, psoriasis, corns, calluses, and warts.
Atul Limited, a leading Indian producer of Resorcinol, filed the complaint alleging that unfair pricing of Resorcinol imports from China and Japan is harming the Indian domestic industry. The application was lodged in accordance with the Customs Tariff Act, 1975, and the Anti-Dumping Rules, 1995.
Atul Limited contends that it is the sole producer of the like article in India and has minimal involvement in importing the product. The investigation period includes historical data from 2021-2022, during which Atul Limited reported negligible imports for trial purposes.
The DGTR has prima facie deemed Atul Limited's petition valid and compliance with Rule 5(3) of the Anti-Dumping Rules, constituting domestic industry.
The DGTR has released an updated list of stakeholders involved in the case, who are categorized as domestic producers, exporters, importers, and associations. Notable parties include The Embassy of Japan (Government Representation), Sumitomo Chemicals Co. Ltd. (Producer/Exporter), Techno Waxchem Pvt. Ltd. (Importer/User) and SONGWON Industrial Group (Producer/Exporter) among others.
Other stakeholders include trading corporations, chemical manufacturers, and associations representing importers and users of Resorcinol. For a complete list, refer to Annexure-I of the DGTR notification.
The DGTR has directed all registered interested parties to share non-confidential versions of their submissions with other stakeholders and the DGTR via the designated email addresses and include specific details, such as party status, nature of the submission, and date of filing in a prescribed format while making submissions.
Stakeholders who believe they have been omitted or incorrectly listed are urged to notify the DGTR within seven days of the notice publication via the provided email addresses.
If the DGTR determines that imports of Resorcinol from China PR and Japan are being dumped and causing material injury to the Indian industry, anti-dumping duties may be imposed. These duties aim to level the playing field for domestic manufacturers by countering the effects of unfair trade practices.
