Investors invited to transform India's API landscape as HP Bulk Drugs Park project gathers steam

A high-level government delegation led by the R D Nazeem, Additional Chief Secretary (Industries), Himachal Pradesh (HP), is embarking on a strategic mission in Mumbai to engage with key stakeholders and investors in the ambitious Himachal Pradesh Bulk Drug Park Infrastructure Ltd. (HPBDPIL) project.
The state government is actively inviting interest from pharmaceutical companies, especially those involved in active pharmaceutical ingredients (APIs) and key starting materials (KSM), as tenders for critical infrastructure components have already been floated. Plot allotments, with attractive incentive packages, are set to commence soon.
In a strong endorsement of the initiative, the Pharmaceuticals Export Promotion Council of India (Pharmexcil) director general Raja Bhanu has extended an invitation to exporters, particularly those based around Mumbai, to explore investment and operational opportunities in the Bulk Drug Park coming up in Una district. He emphasized that participation would not only provide valuable insights into this transformative project but also offer vital networking avenues with top-level stakeholders and decision-makers.
The Bulk Drug Park, spanning 1,405 acres, is positioned to become a cornerstone of India’s pharmaceutical manufacturing ecosystem. With an annual domestic demand for APIs/KSMs valued at Rs. 38,000 to Rs. 40,000 crore, the Una-based park aims to reduce India’s dependence on imports by creating a robust local manufacturing hub. The total estimated project cost stands at Rs. 2,071 crore, with a targeted and extended completion date of March 2026.
The park promises world-class infrastructure, including a Zero Liquid Discharge (ZLD) Common Effluent Treatment Plant (CETP), solid waste management systems, a steam generation and distribution network, solvent recovery units, and a state-of-the-art Centre of Excellence to foster innovation. These shared utilities are expected to drastically reduce capital and operational costs for incoming manufacturers.
To bolster the technical backbone of the park, the Himachal Pradesh government is formalizing a partnership with the National Institute of Pharmaceutical Education and Research (NIPER), Mohali, which will offer expertise for developing the Centre of Excellence. An MoU to that effect has received in-principle approval. Earlier this year, Himachal Pradesh Industries Minister Harshwardhan Chauhan had directed officials to expedite project activities following the fifth and sixth meetings of the high-powered committee overseeing HPBDPIL. He specifically called for the timely rollout of tenders related to site development, boundary walls, roads, and technical utilities.
