The Parliamentary Panel on Health and Family Welfare has asked the Ministry of Ayush to assess the vacant positions in various autonomous bodies and research councils and take a centralised course of action to fill up the estimated over 2,600 posts at an accelerated pace.

The Department-related Parliamentary Standing Committee on Health and Family Welfare in the 168th report on action taken by the government on the recommendations the Panel has made in the 165th report on Demands for Grants 2025-26 of the Ministry of Ayush, has earlier sought the Ministry to undertake recruitment drives on a war footing to fill up the posts in all the institutions including the research councils.

"The Committee is not satisfied with the response of various autonomous bodies and institutes/councils of the Ministry, in regard to number of posts sanctioned, in-position strength of the staff and vacant posts in different autonomous bodies including the Ayush Institutes and Research Councils where the Committee had found more than 2,600 posts lying vacant," said the Panel headed by Prof. Ram Gopal Yadav, in the report presented in the Rajya Sabha recently.

The Panel observed that in lieu of the Ministry, various autonomous bodies and councils have furnished their response in compliance with the recommendation for recruitment drive.

It noted that according to the Ministry's response, 59 vacant posts are lying in National Institute of Ayurveda (NIA) while 55 sanctioned posts are lying vacant in North Eastern Institute of Ayurveda and Homoeopathy (NEIAH). National Institute of Sowa-Rigpa (NISR) has shown the casual approach stating the recommendation of the Committee as "Point Noted".

Other institutes like Central Council for Research in Siddha (CCRS), National Institute of Siddha (NIS), Central Council for Research in Unani Medicine (CCRUM), National Institute of Unani Medicine (NIUM), Central Council for Research in Homeopathy (CCRH) and National Institute of Homoeopathy (NIH) are seen making efforts time and again to fill up the vacant posts, it observed.

"Under the circumstances, the Committee is of the considered view that the Ministry should assess the vacant post/position in various autonomous and research councils and take centralized course of action for filling up the vacant position (estimated at more than 2600 posts) at the accelerated pace taking into consideration the futuristic development plans of Ayush Healthcare, Ayush@2047," recommended the Panel.    

In its previous report, the Panel observed that there are more than 2,600 posts lying vacant pertaining to all categories in these institutes and five research councils and a majority of the vacant posts pertain to academics, research officers, paramedical staff, pharmacists, staff nurses and laboratory technicians.

It observed that with futuristic development plans in Ayush healthcare, such a large backlog of vacancies in core areas would prove to be a serious obstacle.

The Panel in the previous report, recommended that recruitment drives may be undertaken on a war footing to fill up the vacant posts in all the institutions, including the Research Councils by the Ministry.

In the latest report, the Panel also reiterated its earlier recommendation to take up the matter of filling the posts of officers in the Ministry with the Department of Personnel and Training (DoPT).

"Given that the sanctioned strength staff is short of a vacancy of 25 posts which must have been affecting the operational efficiency of the Ministry, the Committee, therefore, reiterates that the Ministry of Ayush must take up the matter with DoPT to fill up the vacant posts, the sooner the better," it averred.
