Panel recommends NCH to assess efficacy of Homoeopathy to increase faith among public

The Parliamentary Panel on Health and Family Welfare has recommended to the National Commission of Homoeopathy (NCH), under the Ministry of Ayush, to work towards increasing faith of the public in Homeopathy by taking necessary steps to assess the efficacy of the treatment system.
The Parliamentary Standing Committee on Health and Family Welfare, in its 165th report on Demands for Grants 2025-26 of the Ministry of Ayush, recommended the NCH to take initiative to and ensures availability of adequate and high quality homoeopathy medical professionals across the country to fill up the gaps of requirements of allopathic doctors.
Homeopathy should be promoted for equitable and universal healthcare on ground level as on date, however, to increase faith of the public in Homeopathy the Commission should take necessary steps to assess the efficacy of Homoeopathy treatment.
The Panel recommended NCH to improve training modules and licensing qualified Homoeopathy practitioners to provide and promote healthcare service in the private and government sector.
"The Committee desires NCH to take initiative to and ensures availability of adequate and high quality homoeopathy medical professionals across the country to fill up the gaps of requirements of allopathic doctors as per WHO (World Health Organisation) norms especially in rural areas and generate efficacy of Homeopathy amongst common masses and bring forth scientifically validated mode of Homoeopathy treatment like the Allopathic system," said the panel headed by Member of Rajya Sabha Prof. Ram Gopal Yadav.
The Panel observed overtime that the NCH is asking for a budget for engaging more manpower, however, the same does not appear to be materialized resulting in reduction of Budget at Revised Estimate (RE) stage.
"The Committee would appreciate it if the Commission takes a firm assessment of manpower requirements and accordingly, forward the same to the Ministry for approval to avail itself of the required human resource. The Committee recommends NCH to make SWOT Analysis of working and take remedial measures," it added.
It observed that against the actual expenditure of Rs. 13.37 crore in 2023-24 an amount of Rs. 20 crore was allocated in Budget Estimate (BE) 2024-25 to NCH which was reduced to Rs. 16.50 crore at RE stage.
The allocation was reduced at RE stage because of non hiring of contractual staff and non-appointment of members of commission. The enhancement in expenses or estimated expenses was to meet the additional requirement for hiring of contractual staff, new building and appointment of new members of commission, creation/filling up of 45 regular posts.
The Panel, therefore, strongly recommended the Ministry that due diligence must be shown for hiring of requisite staff. Construction of new buildings, appointment of new members of Commission and creation or filling up of 45 regular posts for enabling NCH to work to its fullest capacity and achieving its set objectives and goals, it added.
