The Pharmaceuticals Export Promotion Council of India (Pharmexcil) has asked its member companies to urgently register the Narcotics Drugs and Psychotropic Substances (NDPS) products with Central Bureau of Narcotics (CBN)’s notified Unified Web Portal (UWP) by September 30, 2023 towards digitization and compliance. 

The UWP of CBN, which is one step online solution for all license related works with CBN, is aimed at transforming India into digital nation.

The CBN under the Union ministry of finance has notified that with effect from October 1, 2023, all applications for export and import of No Objection Certificates (NOCs) would only be processed through the UWP. Hence, Companies are urgently advised to register themselves and take this forward.

According to a notice of the CBN, “The UWP has now gone live but many companies have apparently not registered on this portal. The said portal was made LIVE for the users from July 2023, to register them with CBN via this portal. However, it has been observed that only few companies have got their profiles successfully registered with CBN as compared to the number of applicant login accounts created.

“Since, the CBN is now planning to go ahead with the next phase, wherein the applications for Import Permit, Export Authorization, NOC of NDPS substances will be processed on the Unified CBN Portal only. It is therefore advised that all companies shall complete the registration process by the end of this month and start filing the applications through the Unified CBN Portal,” the notice further stated.

Import and export of NDPS listed in Schedule I to the NDPS Rules is prohibited. Import of opium, concentrate of poppy straw, morphine, codeine and their salts is prohibited except by the Government Opium Factory. The system of control of Narcotic Drugs in India has been put in place considering the requirement of NDPS for medical use and the country’s obligations towards the UN conventions.

India is a signatory to The UN Single Convention on Narcotics Drugs 1961, The Convention on Psychotropic Substances, 1971 and The Convention on Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988 which prescribe various forms of control aimed to achieve the dual objective of limiting the use of narcotics drugs and psychotropic substances for medical and scientific purposes as well as preventing the abuse of the same.

The basic legislative instrument of the Government of India in the regard is the Narcotics Drugs and Psychotropic Substances (NDPS) Act, 1985. Various Ministries and Departments under the Government of India as well as the State Governments exercise various functions pertaining to drug demand and supply reduction.

The aspect of drug supply reduction is looked after by various enforcement agencies under the Union ministry of finance, Union ministry of home affairs and state governments. The aspect of drug demand reduction is handled by the ministry of social justice and empowerment. The treatment of drug addicts and their rehabilitation falls under the domain of the Union ministry of health.
