With an aim to improve the sex ratio in Telangana, the state government has taken initiative to check the violation of Pre-conception and Pre-Natal Diagnostic Act and has decided to appoint specialist gynaecologists among the team of experts to inspect the diagnostic centres across the state.

As part of this initiative, recently the health department has drawn 40 gynaecologists from Modern Government Maternity Hospital at Petlaburj and Gandhi Hospital in Secunderabad to provide a two-day long training session, where the specialist doctors were taught the rules and regulations under Pre-Conception and Pre-Natal Diagnostic Techniques Act.

“In spite of taking various initiatives, we have found that some of the diagnostic centres are still found violating the PCPNDT Act and because of this it has impacted on the overall sex ratio in the state. To implement the PCPNDT act strictly and in true spirit, we have decided to further strengthen the inspecting teams and unlike earlier, this time we have decided to include specialist gynaecologists so that they can play an effective role in curbing the violations by the diagnostic centres,” said a senior official in the health department.

At present there are 3200 diagnostic centres functioning in Telangana. However, it has come to light that some of them in the guise of checking the growth condition of foetus inside the mothers are conducting ultrasound diagnostic testing and determining the foetal sex for earning more money. According to PCPNDT act determining a child’s sex while in the mother’s womb is against the law and it can attract penal action against the diagnostic centres and the radiologists conducting the diagnostic tests.

“Out of 3200 diagnostic centres across Telangana 2000 are functioning in Hyderabad, Ranga Reddy and Medchal districts alone. At least more than half of these centres are said to have violated the PCPNDT act at some point of time. Therefore to make the PCPNDT more robust the state government is amending the regulations and making it more effective,” said the senior official.

Further to avoid the conflict of interest and to avoid specialists from taking undue advantage of the authorities they wield, the officials will rely on a software which selects names of specialists on the day of the raids.

According to official sources, the major reason for including specialist gynaecologists into the inspection teams is because they will have knowledge about the tests that are conducted and rules that have to be followed by diagnostic centres.
