The Andhra Pradesh government has initiated steps to set up bulk drug park in the state to boost the pharma manufacturing sector in the state.

At present, the Jawaharlal Nehru Pharma City at Parawada in Vishakhapatnam is the only industrial cluster which is serving as major pharmaceutical hub in the state. However, to boost the active pharmaceutical ingredient (API) manufacturing sector, the state government has recently entered into an agreement with the CSIR-IICT Hyderabad to establish a second major bulk drug hub in the state.

Moreover, as the central government as part of its policy to establish more bulk drug parks to ensure the Indian pharma industry gains self-reliance reducing its dependence on China for sourcing APIs and other key starting materials (KSMs), the state government of Andhra Pradesh is trying to cash in on this opportunity and is planning to set up one among the 3 major bulk drug clusters announced by the Central government.

Revealing the Andhra Pradesh government’s plan to set up a new bulk drug park, Mekapati Goutham Reddy, minister for industries and commerce, government of Andhra Pradesh, informed that taking forward the Central government’s initiative to set up bulk drug park in AP, the state government has directed the Andhra Pradesh Industrial Infrastructure Development Corporation (APIIC) to take appropriate measures to prepare a detailed proposal for the setting up of the park. As part of this, the APIIC has recently entered into an agreement with the CSIR-IICT to prepare a detailed proposal for the setting up of the bulk drug park. The objective of the MoU is to develop a collaborative partnership between the state government and CSIR-IICT to establish bulk drug park in the state by seeking financial support from the Centre. As per the agreement, CSIR-IICT shall provide necessary technical support as the knowledge partner in preparing the proposal to be submitted by the Andhra Pradesh government to the Department of Pharmaceuticals.

“With the setting up of a new bulk drug park in Andhra Pradesh, very soon the state would emerge as a top destination for medicine manufacturers. Taking forward the initiative, the APIIC has entered into an MoU with CSIR-IICT which is a significant step forward,” informed Mekapati Goutham Reddy.

As India is heavily relying on China for sourcing key starting materials and APIs used for producing medicines, taking advantage of this, recently the country has increased the prices of APIs and KSMs by 10-20 per cent. This has become a big cause of concern for the Indian pharmaceutical manufacturers.  To overcome the over dependence problem on China, India has now decided to set up its own bulk drug parks and has also announced production linked incentives (PLI) for Indian drug makers so as to encourage the Indian companies in the field of bulk drug manufacturing to attain self-reliance. As part of this initiative, the central government had in May this year made 53 bulk drugs eligible for PLI worth Rs. 6,940 crore. The PLI scheme is expected to benefit as many as 136 manufacturing units over the next eight years.
