The Ministry of Ayush has received a 10.4% higher allocation in the Budget Estimates (BE) of the Union Budget 2026-27, as compared to the BE for the previous fiscal year, with higher allocation for autonomous bodies for research in Ayush systems, and promotion of international cooperation.

The proposed allocation for the Ministry for the fiscal year 2026-27 is Rs. 4,408.93 crore, as compared to the BE of Rs. 3,992.90 crore in the previous fiscal year.

The allocation during the fiscal year 2025-26 was 7.6 per cent higher than the Rs. 3,712.5 crore Budget Estimates (BE) for the fiscal year 2024-25. However, the Revised Estimates (RE) for the year 2025-26 saw a decline of around 8% compared to the BE, primarily owing to lower spending in some of the central sector schemes even though the spending on autonomous bodies and statutory body of the Institute of Teaching and Research in Ayurveda has seen a significant increase over and above the BE allocation.

The Union finance ministry has allocated around Rs. 405.60 crore for central sector schemes, 5.7% up from Rs. 383.80 crore allocated in BE 2025-26. However, the RE for the fiscal year 2025-26 has seen the allocation reducing 8% to Rs. 353.04 crore.

Amongst the central sector schemes, promotion of international cooperation has received around 15% increased allocation for 2026-27 at Rs. 156 crore as compared to Rs. 136 crore in BE 2025-26. The RE for 2025-26 has seen allocation for international cooperation growing to Rs. 142.75 crore. Information, Education and Communication has an allocation of Rs. 45 crore under BE 2026-27. While the allocation under BE 2025-26 was Rs. 43.2 crore, the RE for the year showed the expenditure going up to Rs. 73 crore during FY 2025-26.

Ayurgyan, Ayurswasthay Yojana, Ayush Oushadhi Gunvatta evum Uttpadan Samvardhan Yojana (AOGUSY), and Central Sector Scheme for Conservation, Development and Sustainable Management of Medicinal Plants has the same allocation in BE 2026-27, at Rs. 50 crore, Rs. 62.6 crore, Rs. 27 crore, and Rs. 65 crore, respectively, as it was in the BE 2025-26. The expenditure as per the RE for 2025-26 has shown significant reduction for these schemes during the fiscal year.

Among the statutory and regulatory bodies, the Institute of Teaching and Research in Ayurveda has been allocated Rs. 219.05 crore for 2026-27, with an increase of 32.6% compared to Rs. 165.2 crore in BE during the previous year. The expenditure for the institute has shown a significant increase to Rs. 279.24 crore, as per the RE 2025-26.

The National Commission for Indian System of Medicine has been allocated Rs. 37.2 crore for 2026-27, as against Rs. 34 crore in the previous year. The National Commission for Homoeopathy has been allocated with Rs. 20 core, which was similar to the allocation last year.

The budget allocation for autonomous bodies under the Ministry has gone up 17.6% to Rs. 2,312.14 crore in BE 2026-27, as compared to Rs. 1,965.80 crore allocated in the previous fiscal year. The RE for 2025-26 has seen an increase from the BE, and stood at Rs. 2,064.86 crore according to the ministry of finance.

The Central Council for Research in Ayurvedic Sciences has seen an increased allocation of Rs. 524.05 crore in BE 2026-27, compared to Rs. 457.2 crore in BE 2025-26. Similarly, the Central Council for Research in Homoeopathy has been allocated with Rs. 227.25 crore as against Rs. 164 crore, and All India Institute of Ayurveda with Rs. 270.2 crore as against Rs. 251.2 crore, during the comparable period.

The Central Council for Research in Unani Medicine has seen the allocation reducing to Rs. 208.5 crore compared to Rs. 214.5 crore in the previous year, while the National Institute of Homoeopathy, Kolkata witnessed the allocation slightly reducing to Rs. 91.9 crore compared to Rs. 93.96 crore in the BE of last year. Other autonomous bodies under the Ministry will get a higher allocation of Rs. 990.15 crore, as compared to Rs. 783.94 crore in the BE 2025-26.

National Ayush Mission will receive an allocation of Rs. 1,300 crore in 2026-27, as compared to Rs. 1,275 crore in BE 2025-26. However, the revised estimates shows that the expenditure for the mission was a meagre Rs. 780.96 crore as compared to the initial allocation.

Union finance minister Nirmala Sitharaman in her budget speech for 2026-27 announced that in order to promote Ayush sector, the Budget proposes setting up 3 new All India Institutes of Ayurveda, upgrading Ayush pharmacies and Drug Testing Labs for higher standards of certification ecosystem, and making more skilled personnel available. It also proposes to upgrade the WHO Global Traditional Medicine Centre in Jamnagar to bolster evidence-based research, training and awareness for traditional medicine.

The Parliamentary Panel for Health and Family Welfare has repeatedly asked the Ministry of Ayush to address the issues in reducing allocation under the Mission, among other schemes, and ask for higher allocation in order to achieve the targets set by the Ministry for the year 2047.
