Commerce ministry seeks industry inputs on market access challenges for Indian pharmaceuticals in Russia

The Union commerce ministry has sought industry inputs on market access challenges for Indian pharmaceuticals in Russia.
These industry specific issues pertain to the following four categories of barriers like registration process, restricted market access, price registration and clinical trials.
This comes close on the heels of the Pharmaceuticals Export Promotion Council of India (Pharmexcil) having highlighted several market access challenges faced by the Indian pharmaceutical industry in Russia. The Council has raised these issues with the concerned authorities through the EP (Pharma) Division of the Ministry.
The Union commerce ministry has been taking up these matters with the Russian authorities through various bilateral forums. In this context, the ministry has sought inputs from the industry to prepare a detailed submission for discussion during the forthcoming visit of the commerce secretary to Moscow.
“Pharmexcil has also sought member companies’ specific feedback under the four categories of barriers as this will be crucial in strengthening India’s position during these discussions. Member exporters have also been urged to restrict feedback on issues relevant to the four categories specified and provide documentary proofs wherever possible. Responses from member exporters will help the Council consolidate industry concerns and facilitate a more effective representation to the Russian authorities,” informed K Raja Bhanu, director general (DG), Pharmexcil.
With rising US tariffs and generics price pressure, India’s pharma trade is diversifying into Russia.
Russia has seen rising demand for imported drugs after sanctions disrupted global supply chains. This has opened the door for Indian pharmaceutical shipments. Active pharmaceutical ingredients (APIs) and finished dosage forms (FDFs) from India are increasingly sought after in Russia. Key areas of demand include oncology drugs, cardiovascular medicines, and antibiotics.
To further consolidate India’s trade presence in Eurasia, Pharmexcil has planned a Buyer-Seller Meet (BSM) series in the Commonwealth of Independent States (CIS) region, between March 17 and 27, 2026, covering Belarus, Kyrgyzstan & Kazakhstan, Georgia, Russia and Uzbekistan. The delegation aims to foster collaboration in pharmaceuticals, biologicals, and healthcare innovations, expanding India’s market access in the CIS bloc.
