The Directorate General of Trade Remedies (DGTR), under the ministry of commerce & industry, has announced an oral hearing for the ongoing second sunset review of anti-dumping duties on imports of sodium citrate originating in or exported from China. This significant hearing is set for December 17, 2024, at 3:00 PM IST and will take place in a hybrid format, allowing both physical and virtual participation.
Sodium citrate is a pharmaceutical ingredient used as a buffer, emulsifier, and sequestering agent. It is also used as a secondary standard in quality control for pharmaceutical laboratories and manufacturers.
The investigation, initiated on September 30, 2024, under the Customs Tariff (Anti-Dumping Rules), aims to determine whether the existing anti-dumping measures should be extended to protect domestic industries from potential injury caused by low-cost imports from China.
Interested parties will present relevant information to aid the DGTR in evaluating the impact of the imports on Indian industries. However, oral statements will only be considered valid if subsequently submitted in writing.
The hearing will be conducted both in-person at the DGTR Conference Room, IV Floor, Jeevan Tara Building, Parliament Street, New Delhi, and virtually via Digital Video Conferencing (DVC).
The list of registered parties is available on DGTR’s official website, and all parties have been requested to confirm their mode of attendance by December 16, 2024.
Participants must submit written versions of their oral statements and rejoinders in both confidential and non-confidential formats. Submissions should be emailed to the specified DGTR addresses.
This hearing holds critical significance as it will influence the continuation of anti-dumping duties on sodium citrate, a vital component for the pharmaceutical industry.
“Interested parties are advised to submit their written submissions and rejoinder, if any, to the following email addresses: <dir13-dgtr@gov.in>, <dd19-dgtr@gov.in> with a copy to <adv11-dgtr@gov.in>, <consultant-dgtr@nic.in>. The non-confidential submissions should be circulated through email by the registered interested parties to other registered interested parties,” A K Lokhande, director, economics, DGTR.
