A high-level delegation of Ethiopian drug regulatory policy makers, supported by World Bank, concluded a critical study tour to Hyderabad to study pharmaceutical regulatory excellence. The primary objective of the visit was to gain deep insights into the successful operations of the Drug Control Administration (DCA) in Telangana.

Sources from the DCA informed Pharmabiz that the success of Telangana’s robust drug regulatory framework has been acknowledged on the international stage, leading the Ethiopian officials to seek a blueprint for strengthening their own national systems and ensuring the availability of quality medicines for their population.

The delegation meeting, held last week at DCA headquarters in Hyderabad was highly focused. The Ethiopian team comprised senior figures from key components of the country's pharmaceutical ecosystem, including Zinabu Yirga Ayele, Deputy Commissioner of the Ethiopian Investment Commission (EIC), and Solomon Abdella Muktar from the Ministry of Health (MoH). They were joined by officials from the Ethiopian Pharmaceutical Procurement Services (EPPS) and the Industrial Parks Development Corporation.

While the core daily drug regulation is handled by the Ethiopian Food and Drug Authority (EFDA), this delegation represented the national leadership steering policy, investment, and supply chain integrity, underscoring their commitment to implementing a complete, robust regulatory system. Representing the World Bank were Tseganah Amsalu Guracha and Amith Nagaraj, both Senior Health Specialists, underscoring the global importance of the exchange.

During the meeting, the DCA Telangana officers delivered a comprehensive presentation detailing the administration's functions. This covered the complete spectrum of their regulatory oversight, from the licensing of manufacturers and distributors to maintaining stringent control over the pharmaceutical supply chain within the state. A core part of the discussion highlighted the crucial role of various establishments, particularly the Drug Testing Laboratories, in performing rigorous quality checks. The presentation emphasized the DCA’s systemic contribution to ensuring every drug dispensed in Telangana meets mandated standards of purity and efficacy.

Furthermore, the DCA officials elaborated on their proactive measures, including their extensive field enforcement activities and operational strategies designed to combat the menace of spurious and substandard drugs. These detailed insights showcased how Telangana maintains market integrity and assures the public about the quality of medicines. The administration demonstrated how technological integration and prompt regulatory action contribute directly to the ultimate goal, that is, the consistent availability of quality drugs to every citizen in the state.

In response to the comprehensive briefing, the Ethiopian delegation expressed profound appreciation for the in-depth knowledge and operational insights shared by the Telangana DCA. They noted that the experience was invaluable, particularly the practical details of regulatory enforcement and quality monitoring. Crucially, the delegates confirmed their intention to apply these relevant learnings directly to strengthening Ethiopia’s own regulatory systems and implementing similar, effective regulatory frameworks within their country.

The successful exchange marks a significant achievement for the Telangana DCA, affirming its position as a leading model for effective drug control administration in India and abroad. This cooperative venture, facilitated by the World Bank, highlights the growing importance of South-South knowledge transfer, positioning India's pharmaceutical regulatory expertise as a key component in helping African nations secure and maintain high-quality public health standards.
