A massive ultra-modern bulk drugs park is set to come up in the Raigad district of the Konkan region in Maharashtra, marking a significant step in India’s push toward self-reliance in pharmaceutical manufacturing of basic chemicals, active pharmaceutical ingredients (APIs) and key starting materials (KSMs). The project, planned across nearly 1,000 hectares in the Dighi Port industrial area, is expected to be developed over five years at an estimated cost of Rs. 5,000 crore by Ramky Infrastructure Ltd.

The Government of Maharashtra has already prepared an indicative master plan for the project. However, Ramky Infrastructure Ltd, the designated developer, will conduct detailed surveys and submit a revised master plan aligned with current regulatory frameworks in the coming months.

While the state government estimates the project cost at Rs. 3,500 crores with a suggestive timeline of two and a half years, Ramky has projected a more expansive vision of Rs. 5,000 crore over five years. Despite the difference in initial outlay and timelines, the long-term economic impact is expected to be substantial.

Officials estimate that the bulk drugs park could attract investments ranging from Rs. 80,000 crore to Rs. One lakh crores over the next 10 to 15 years, positioning Raigad as a major pharmaceutical manufacturing hub.

To execute the project, a Special Purpose Vehicle (SPV) named Maha Integrated Life Sciences City Ltd. (MILES City) has been formed, with Maharashtra Industrial Development Corporation (MIDC) and Ramky Infrastructure Ltd. as equity partners.

This initiative aligns with MIDC’s broader vision of port-led industrial development. Strategically located near Dighi Port, the park is expected to leverage expanding port infrastructure to boost exports and logistics efficiency.

On March 12, 2026, Ramky Infrastructure signed a concession agreement with the Maharashtra government. According to Dr. Divakar Marri, vice president and SBU Head of the SPV, both parties must fulfill certain conditions precedent over the next four to six months. These include finalizing the master plan and securing necessary approvals. Dr. Marri emphasized that the project goes beyond manufacturing to create a comprehensive life sciences ecosystem.

“The aim is to create an entire value chain in life sciences—from basic chemicals and key starting materials (KSMs) to APIs and formulations,” he said.

The proposed bulk drugs park at Raigad named as “MILES City” will also integrate Skill development centres to train industry-ready graduates, research and innovation hub and incubation centres to support startups and early-stage research.

“These facilities will allow researchers and startups to develop ideas from lab scale to commercialization, with infrastructure support at every stage,” Dr. Marri added.

The project is designed with advanced environmental safeguards. The park-level environmental clearance will ensure compliance across all units, with real-time monitoring systems linked to dashboards of state and central pollution control boards.

Key features include continuous monitoring of air, water, and odour emissions, automated utility and billing systems based on consumption, a centralized command centre for operational oversight and smart infrastructure solutions for efficient resource management.

The Maharashtra government has drawn inspiration from successful bulk drug parks, including developments like Pharma City in Andhra Pradesh. The Raigad project was awarded through a national-level competitive bidding process (RFP), in which Ramky Infrastructure emerged as a leading bidder.

The entire project will be funded by the developer through a mix of debt and equity, underscoring strong private-sector participation. Once operational, the Raigad bulk drugs park is expected to significantly strengthen India’s pharmaceutical supply chain, reduce dependency on imports, and create a robust ecosystem for innovation, manufacturing, and exports.
